Joint efforts: law enforcement and harm reduction in Kyrgyzstan

(Report by LEAHN CFP Ret. Colonel Gulsara Alieva)

On the 21st and 22nd of May, a refresh-training workshop for law enforcement officers of the Ministry of Interior of the Kyrgyz Republic was held in Bishkek. The training was aimed at enhancing and renewing the HIV-prevention knowledge of law enforcement officers who are responsible for service personnel training.

The workshop was held by the AIDS East-West Foundation within the framework of the project «Support for the implementation of the departmental training and education of law enforcement service personnel of the Ministry of Interior of the Kyrgyz Republic with regards to HIV-related issues and harm reduction programs» (by «Soros Kyrgyzstan» foundation) and «Bridging the gaps: health and rights for key populations” (by Ministry of Foreign Affairs of the Netherlands).

It should be noted that these organizations carry out consistent efforts to establish a network of Friendly Policemen from a number of police officers who are not only learning the methods of constructive cooperation with NGOs in the field of harm reduction and HIV-prevention, but are also acting as trainers that educate other law enforcement officers on a peer-to-peer basis.

During the workshop, the law enforcement officer-trainers received the latest knowledge on harm reduction and HIV prevention in the country, as well as specific pedagogical and psychological expertise on educating and evaluating the knowledge of other officers.
