Police partnerships with NGOs, civil society and communities in Kenya to prevent HIV

 

The following is a descriptive and pictorial account of LEAHN CFP Inspector Wilson Lomali’s engagement with local NGOs and communities affected by HIV/AIDS and TB which have taken place in the latter half of 2014.

Amnesty International workshop at the Police Training Centre, Nairobi on 15th September 2014

Following the recent incidents of violence noted in Kenya, several trainings have so far been organized by Amnesty International to contain the situation. I was lucky to attend one of their trainings held at the Police Training Centre (PTC), Nairobi. On the same note I was able on behalf of Open Society Initiative for eastern Africa to donate to Nairobi PTC documentary booklets entitled ‘To Protect and Serve’. I received the said booklets from OSIEA Nairobi office. I also enlightened the participants, were 30 police officers of the ranks of inspectors, about the role of the Law Enforcement and HIV network (LEAHN). I encouraged police officers to sign the harm reduction Statement of Support for Harm Reduction by Law Enforcement Agents (You can sign here).

During the three days workshop, Mr. Moses Ombati Deputy Police County Commander Nairobi City County officially opened the training organized by Amnesty international. Mr. Ombati in his official workshop opening address encouraged members of inspectorate who were participants of the training on the need to observe human rights in their service. During the training I distributed copies of Open Society documentary ‘To Protect and Serve’. I was further able to enlighten the senior police officers on the role of LEAHN and also advised them to sign the harm reduction Statement of Support.

LEAHN CFP Kenya Wilson Edung Lomali sharing his experiences of the recently concluded LEPH2014 conference with prison top ranks. During the same occasion he presented the role of law enforcement agents in the fight against HIV and AIDS and TB to prisons regional authorities at Silver Springs Hotel, Nairobi. The event was graced by Mr Osugo, Commissioner General of Prisons, and sponsored by the United Nations Development Program through, KELIN, a local NGO based in Nairobi.

6TH /9/2014

On the above date, I traveled to Mombasa with Aggrey Aluso of the Kenya National Aids Control Council. The aim of the trip was to introduce the local non-governmental organization to senior police commanders to enable start partnering with the police on issues of advocacy touching IDUs, HIV and AIDS. At Able to meet at around 3.00 pm we managed to representatives of the Mombasa local NGOs in ICRH office. , the purpose of the said meeting was to site the Agenda to engage the police county Commanders with. After a closed door one hour meeting we settled on the agendas bellow

On the 17th day of September 2014 at around 10.00 am, I was privileged to meet the regional police coordinator of Mombasa Mr.Kitur Assistance Commissioner of Police. Present during the meeting were: Aggrey Aluso, Kingola and other stakeholders within the Coast.

Latter the same day at midday the delegation in question met with the OCPD Urban Mr. Geofrey Mayek. In both meetings, I was lucky to get an opportunity to Distribute OSF Documentaries ‘To Protect and Serve’. We also discussed at length about Statement of Support for Harm Reduction, and the role of LEAHN in bringing police officers all over world together to support harm reduction and the campaign to prevent the spread of HIV and AIDS among key populations.

Present during the celebrations were several stakeholders ie NASCOP, NACC, US AIDS and many other representatives. I was also able to avail security comprising of five policemen and OC crime Pangani police station.

Chief Inspector Wilson Edung participating in an event organized by Health Options for Young Men who have sex with other Men,  this a local NGO in Kenya which advocates for the rights of Male  sex workers. On the date in question, they had an annual celebration and selection of Mr. Red ribbon at Pangani  hotel in Nairobi Kenya. During the eventful day almost all NGO’s supporting and Funding them were present. These included USAIDS, the Kenya National Aids control council, Open Society Initiative for Eastern Africa, Kenya Sex workers Alliance just to mention a few.

I got an opportunity to speak and introduce my colleagues the Officer Commanding pangani police station, the Officer Commanding.
